California is a tort state, In tort states you are responsible for the injuries you cause as a result of an accident. Rates are determined by the driving habits of the drivers within a state. The state's liability minimums are 15/30/5. That is $15,000 per individual for bodily injuries you cause to the other persons, and up to $30,000 for all, and $5,000 for damage you cause to the other party's personal property.
